Component 3: Further development and promotion of appropriate rural sanitation systems
Objective
Wastewater management in selected rural communities in the Qena governorate is improved.
Approach
The main target group is the population of Qena Governorate, including all social layers. Within the frame of component 3, the rural (and mostly poor population) benefits in particular. Key to the achievement of the objectives is a close cooperation with the main intermediaries, in particular:
- managerial and technical staff and employees of the Qena Water and Wastewater Company (QWWC)
- representatives of local self-help groups (Community Development Association, CDA), including women, who play a key role concerning hygiene education and fostering dialogue.
- helping the QWWC wastewater section to develop a concept for rural wastewater management and implement it in at least one pilot village.
- Design a pilot project based on Kafr el Sheik model
- Implement a pilot project in Qena
- Establishment of a working group within the QWWC; all further activities will be implemented jointly to build up their capacity:
- Sensitisation process and establishment of the legal framework in rural communities:
- Execution of a survey (willingness to pay and detailed assessment of current disposal
- Final selection of pilot villages:
- Preparation of a memorandum of understanding (MOU) in the selected villages:
- Participatory design of the technology, management models as well as training of the CDA and other stakeholders
- Financing of initial investments
- Construction of the system in the pilot villages
- Assistance in O&M by QWWC:
Activities
Impact
At least 50% of the Community Development Associations in the villages with the new waste water management system confirm the application of useful technical and economic advice to QWWC in the concept and operation of the waste water management system.
At least 5 rural waste water management systems in Qena Governorate in which operation and maintenance costs are assumed by self-help groups (CDA), are in implementation phase
The sanitary hygiene conditions in 5 communities in Qena have been significantly improved through the decentralised waste water system in the rural areas (polls results).
